How the Provincial Nominee Program (PNP) works

This program is for workers who:
  • have the skills, education and work experience to contribute to the economy of a specific province or territory
  • want to live in that province, and
  • want to become permanent residents of Canada
Each province and territoryFootnote * has its own “streams” (immigration programs that target certain groups) and requirements. For example, in a program stream, provinces and territories may target:
  • students
  • business people
  • skilled workers
  • semi-skilled workers

Understand the application options

How you will apply depends on which Provincial Nominee Program stream you’re applying to. You might need to apply using the paper-based process, or by the online process through Express Entry.
As part of the process, you will have to pass a medical exam and get a police check (certificate). Everyone must have these checks, no matter where they plan to live in Canada.

The Express Entry Process

In the online Express Entry process, there are 2 ways to apply:
  • You contact the province or territory and apply for a nomination under an Express Entry stream.
  • If the province or territory agrees to nominate you, you create an Express Entry profile (or update your profile if you already have one) and show you have been nominated.
    OR
  • You create an Express Entry profile and show the provinces and territories you’re interested in.
  • If a province or territory sends you a “notification of interest” to your account, you contact them directly.
  • You apply to their Express Entry stream:
    • If you’re nominated, the province will offer it to you through your account, and you accept it electronically.
In both cases:
  • You must meet the eligibility requirements of the province or territory. And,
  • You must submit an Express Entry profile and show that you meet the minimum criteria for Express Entry, including being eligible for one of the immigration programs it covers.
  • If you are invited to apply, you submit an electronic application to IRCC.

Overview

The Ontario Immigrant Nominee Program (OINP) is the province’s economic immigration program. It works in partnership with the Government of Canada through Immigration, Refugees and Citizenship Canada (IRCC).
Foreign workers, international students and others with the right skills, experience and education apply to the OINP for a nomination.
The OINP recognizes and nominates people for permanent residence who have the skills and experience the Ontario economy needs, and the Government of Canada makes the final decision to approve applications for permanent residence.

What you need to know

There are three ways you may qualify for a nomination:
  • Employer job offer category: for workers who already have a permanent job offer from an Ontario employer
  • Human capital category: for workers who have valuable work experience, education, language skills, and a profile in Canada’s Express Entry system; or for graduate students
  • Business category: for entrepreneurs looking to start a new or buy an existing business in Ontario

Employer job offer category

The employer job offer category has three streams. You must have a full-time and permanent job offer from an Ontario employer to qualify.

Human capital category

The human capital category has two sub-categories, the international graduate streams and Ontario’s Express Entry streams.

International graduates

To qualify under the Masters Graduate or PhD Graduate streams, you must have a graduate degree from an eligible Ontario university and apply within two years of getting your degree.

Ontario’s Express Entry

To qualify under Ontario’s Express Entry streams, you must have received a notification of interest from Ontario and have an up-to-date profile with your most current work experience, language tests and education in the federal government’s Express Entry system.

Business category

The business category has one stream. You must be an entrepreneur from outside of Canada who is looking to implement a new business idea or buy and grow an existing business in Ontario.

Application process

There are three main steps to follow when applying for permanent residence:

1. Make sure you qualify

Once you’ve selected the stream you would like to apply under, make sure you meet all the mandatory requirements for that stream.

2. Apply to be nominated by the Ontario government

Once you’ve chosen your stream, you must apply online, through the OINP e-Filing Portal. It takes between two to three hours to complete the application.
The application cost for:
  • the employer job offer and human capital streams is either $1,500 or $2,000
  • the business streams is $3,500 per business partner or key staff applicant
We only accept Visa, Visa Debit, Mastercard and MasterCard Debit.

3. Apply to the Government of Canada for permanent residence

If your application is successful and you are nominated by the Ontario government, the next step is to apply for permanent residence through IRCC.
The Government of Canada makes the final decision on who becomes a permanent resident.

This is an employer-driven program designed to help employers in Atlantic Canada hire qualified candidates for jobs they have been unable to fill locally.
To immigrate to Atlantic Canada through the pilot, you must be a recent graduate of a publicly funded institution in Atlantic Canada or a skilled worker who meets the program requirements.
You can be living abroad or already be in Canada temporarily.


As of June 1, 2019, your spouse or common-law partner can apply for an Open work permit
You can only get an open work permit in specific situations and in the Atlantic Immigration Pilot Program if:
  • you have a work permit through the Atlantic Immigration Pilot, and
  • your job is listed as Skill Type 0, or Skill Level A, B or C in the National Occupation Classification.

There are 3 programs in the pilot that employers can hire you through. You may qualify for more than 1 program, but you can only apply through 1.
For all 3 programs, you have to show proof that you meet the language, education and work experience requirements and that you have enough money to support you and your family when you come to Canada.



1. Atlantic High-Skilled Program

In general, you must:
  • have worked in a management, professional or technical/skilled job for at least a year
  • have at least a Canadian high school diploma or equivalent education
  • take a language test to show you can communicate in English or French
  • show you can support yourself and your family when you come to Canada
The employer must also meet certain requirements.

2.  Atlantic Intermediate-Skilled Program

In general, you must:
  • have worked in a job that requires a high school education and/or job-specific training for at least a year
  • have at least a Canadian high school diploma or equivalent education
  • take a language test to show you can communicate in English or French
  • show you can support yourself and your family when you come to Canada
The employer must also meet certain requirements.

3.  Atlantic International Graduate Program

In general, you must:
  • have a degree, diploma or other credential from a publicly funded institution in an Atlantic province
  • have lived in an Atlantic province for at least 16 months in the 2 years before getting your degree, diploma or credential
  • take a language test to show you can communicate in English or French
  • show you can support yourself and your family when you come to Canada
Work experience is not required for international graduates hired through the Atlantic Immigration Pilot.
The employer must also meet certain requirements.
